Maybe, but that cat doesn't look too worried.
I've been thinking lately how dogs seem to worry but cats don't. I'm a lurker on this one blog where this lady calls herself a "skilled worrier." And she notes that her cats don't seem to worry about anything. Not true with dogs. Our dog always started to worry any time we left him alone.

That seems to be an awful lot of enforcement power for one little cat. And as is mentioned above, the cat seems nonchalant.
